What is it being generated by if not exchange? what info do you need to better understand the problem?

the email was sent again and went through no problem.
again this is an email sent from within the organization to an individual within the same organization.

That is not an Exchange message. So while the email may be internal, it isn't being generated by Exchange.
Of course that is presuming this is Exchange as you haven't provided any information on what you are using, and I am guessing due to the zone the question is in.
