Exchange 2003 - SSL - 'Send the request immediately to and online certification server' is greyed out.

I have recently installed Exchange 2003 on a Windows 2003 Server Standard.  I am trying to finish setting up the OWA in IIS, however, when I go to create a new certificate, I can not 'Send the request immediately to and online certification server' because it is grayed out.  I have gone through all the steps to set up the server as a Standalone Root CA, and have gone through all the configuration associated with that. After installation, Certification Authority is visible in Administrative Tools.

Any thoughts on how to fix this?
