Public Folder "send as" problem

Hi Experts
I am getting the following error message, if I am writing an email with the sender address of a public folder.
You are not allowed to send messages to this receipient
            MSEXCH:MSExchangeIS:/DC=com/DC=example:EXCHANGE

- The public folder is mail enabled with test@example.com
- I have unhided it from the address book
- I have set full control in the directory rights
- I have set the client permissions to owner
- I have set Administrative rights to Full access
- I have not enabled any send on rights in Delivery Options
- I have rebooted the server and restarted Outlook.

What is going on? Why I am not able to send a mail with "from:" test@example.com
