Only one user on a Notebook PC, running Outlook 2003 and connecting to Exchange server 2003.

The user is able to send emails but not receive, I have tried DNS Flush, Unchecking cash mode, resetting password, rebooting, re-installing Office 2003, re-attaching computer to the network, no luck!
The user is able to ping the Exchange server by name or IP address.

If it is just one user, does the problem follow the user to another machine?
If not, then try recreating the Outlook profile then the Windows profile.

No the problem does not follow to another machine. I logged in as the Administrator profile on the notebook tried to create the users Outlook prifile but had the same result.

Unortunately there was nothing that could be doen but wipe the machine and start from scratch. Thx
You have supplied no information at other than a very common error message. Are we supposed to guess versions involved, background to the problem, whether it affects more than one user?
