Problem With Exchange Server

We have Windows 2003 Enterprise and  running as a mail (smtp) server and file server also.

which one gives you a limit of 75gb of emails. some of our clients in the company has got an inbox about  2 - 11 gb.

 this one is ok as were only up to 61gb, for some reason it's now preventing anyone with a inbox higher than 2gb (even if it has been cleaned out and reduced by 50-75%) sending emails.

There is any solution to fix it ?!
