It happens in Outlook 2003 with an Exchange 2003 mailbox

Clearly the workstation cannot connect to the Exchange server.  Could be related to hardware problems (NIC card, cables), wiring, or software.  Did this just start happening or could you connect to your Exchange mailbox before?  If it just started, did you install or uninstall some software or hardware recently?  Can you ping the server by name? Can you connect to other network resources?  Is this on the local network, connected via cable, or are you accessing your Exchange server remotely?

The workstation is connected to a SBS 2003 domain and is able to send and receive email.  There has been no changes to hardware or software that I know of since the error.  I can ping the server by name and this is on a local network.  With a LAN connection to the server which is on the same subnet.  Thanks
If the workstation is connected and able to send and receive email, when are you seeing this message?  Is it only intermittent? Does it happen when the user tries to do something in particular?
"There has been no changes to hardware or software that I know of since the error"

I wouldn't expect that would cause a problem.  However a change BEFORE the error occurred definitely could cause problems... especially if you installed Windows Server 2003 SP2 on your SBS.

Specifically, you need to review this KB article and apply the patch: http://support.microsoft.com/kb/936594

Other SP2 issues can be reviewed here:  http://sbsurl.com/sp2

The SBS 2003 server is SP1.
Okay, then review this KB article which was linked from the one I provided above:

I did however, notice an error in the System Event Log of the computer with the issue that is happening very frequently:

Source: Eventlog
Event: 6004
a driver packet received from the I/O subsystem was invalid.  The data is the packet.
Did you review the EventID.net record for this error?

So how did this fix your problem? I am having the same problem. FYI my user is a VPN user.
You don't need to use a VPN connection for a remote user to access their Exchange Mailbox in Outlook 2003.  Instead, you should use RPC over HTTPS.  There are many solutions posted about that here on EE, but if you don't find what you're looking for, please post a new question as your situation is not the same as this one.
