exchange recepient policies not working

Exchange recepient policies stopped working when I was on Exchange 2000 and after upgrade to Exchange 2003, they are still not working.  Below is a summary of events to give you a better overview.

I had an exchange 2000 server running in Native mode where I had created some user policies, under the Recepient policies.
Priority 1 - Move messages older than 140 days to System Clean up Folder
Priority 2 - Move Mail to the Deleted Items (15 Day)
Priority 3 - Delete messages in the deleted folder (5 Days)
At one point, these policied stopped working, everything else is still working.  Do not remember any changes made.
I upgraded to Exchange 2003 (Upgrade using new hardware) and moved all my mailboxes.......
I have not uninstalled the old exchange (2000) server yet, but I shut it down to make sure everything is Ok before I remove it completely.
The Policies are still not working on the new exchange server.  I checked all the ruls and all is Ok.
