Receiving error 550 4.4.7 Queue Expired sending mail to att.net domain.

All mail sent from our exchange 07 server to the att.net domain is coming back Queue Expired 550.4.4.7
The mail cannot get through for some reason.  I have checked all blacklists and we're not on any of them.
I am new to Exchange 07, but I know the previous version of Exchange one could create Smart Host connectors for sending that helped alleviate this problem.   Can I create these smart connectors in Exchange 07?  Would it help in this instance?
