owa admin tools

owa does not allow to enter my signature as it exceeds the allowable limit. I found via some forum that if i download owa admin tools i will have an option to modify the character limit. I proceeded to do that but when i load the owa admin tools page i get an empty site as per attached image. I am running XP SP2 by the way and i do have my firewall switched off just in case it interferesStart Free Trial
