When forwarding certain emails internally within an Exchange environment, recipient is getting a blank document.

Here's the scenario :)
We have an Exchange 2003 server, using various Outlook clients.
In this case the "sender" is using Outlook 2003, the Recipient is using Outlook 2007.
This only happens on certain emails, but when forwarding certain emails (we can test with the sample emails) the recipient receives a blank document, with just the "FW: blah blah blah"  header, no text.
The original document is in HTML format. The recipient is able to receive HTML documents, as they receive others without any problems.
