Go to the folder view and right-click any public folder, then add to favorites. Public contacts folders will then show up in your Contacts view automatically. I think it works with Public calendars too. Mail folders can be added to your mail view like this:
1. Open the mail view in a new window
2. Go to the other window where you can see the public folder favorite (not the actual public folder). Drag the favorite from that window into the Favorite Folders section of the mail view open in the other window.

On outlook 2003, you can create shortcut that points to the PF
1. Outlook 2003
2. Ctrl - 7
3. Click "Add New Shortcut"
4. Browse to the PF subfolder
5. Click "OK"
