Unable to update/change/delete server side rules on Exchange 2003 for a single user.

I have a user who can't save changes to the server side rules on our exchange 2003 server.

I state the problem that way because through my searches and attempts to repair, it all boils down to changes (adds/delete/changes to server side rules) dont 'save'.

I have tried the following:

Starting outlook.exe /cleanrules (no change)
Starting outlook.exe /cleanserverrules (no change)
Using OWA to access and delete rules (denied)

Using OWA to access the rules in her account. and I can see two copies of each rule. One slightly ghosted which says it can't be modified, and the other saying it can. I can select to delete a rule and it will go away, but when I 'save' (in OWA) I get the:

"Rules can't be saved or deleted.  Wait a few minutes and then try again.  If the problem persists, contact your server administrator."

When the user attempt to access Rules from the Outlook 2003 (or 2007) clients, I get a message stating "The rules on this machine do not match the rules on you exchange server.  Only one set of rules will be kept.  You will usually want to keep the rules on the server.  Which rules do you want to keep <client> <server> <cancel>.  

If I select SERVER it opens the rules screen (shows the 2 of each rule) but delete is ghosted out.

I am, stumped.  I have had user try 2 different machines (one outlook 2003, and one outlook 2007)

I even used my blackberry BESADMIN account (which has full exchange privileges) to log into her account on different computers, same problem.

It seems the rules are STUCK server side, and I can't make any changes to them.  But only for this 1 user, my 99 others are doing just fine.

Yes, there are lot of rules, and I am sure it's over the size limit.  I want to completely delete the rules, we don't care about losing them.  Most were just created when she selected things as 'junk', and seems they 'doubled' somehow at some point.  The rules are very simple and all are just moving messages to different folders.  

Just to check, when I try to add a new rule, I get the following message  "One or more rules could not be uploaded to Exchange server and have been deactivated.  This could be because some of the parameters are not supported or there is insufficient space to store all your rules"

Is there a way I can blow all the rules out of her account at the server level? Ideas?  Thanks in advance my peers!
