HTC Tilt wont Active sync all messages from Exchange 2003

I have had an HTC 8525 for a while. Recently for some reason it stopped automatically synching my emails from OWA. I thought perhaps it was a phone or ROM issue so I purchased a HTC 8925 Tilt. After setup I continue to recieve the same problem. There are no errors from activesync and everything looks good but I recieve some emails and not all of them. I can tell because i am looking at it in Outlook 2007. I recieve none of the old messages until....

If I open OWA. As soon as I click on a message, reguardless of if it is new or old, and OWA previews or opens the message, it will synch with my phone. I have hard reset, soft reset, updated ROM, tried everything on the device so I think I might be safe there (but that is also why I am here asking you guys).

Outside of OWA if I send an email to myself, I always recieve it and no it does not bring others with it (like they are hung). It completely ignores the others and brings the one from me.

Contacts and Calendar sync fine with no problems whatsoever. I have complete access to our exchange servers (both frontend and backend clusters) so any thoughts please let me know!

The email sync options are set to download "All" instead of the past three days but more to the point I am not recieveing live messages. Even new emails coming in or old emails recieved that same day are not being pulled down.

I have spoke with HTC and they tell me that they don't believe that it is the phone but a microsoft direct push problem. I don't kow if I agree since we have other users that have the same phone and it works fine.
