RPC over https exchange server can't connect

Hi

When I'm inside or outside of my network, I cant seem to connect to exchange using rpc over https. I'm using outlook 2007 .I'm not sure I have configured this correctly tho....HoweverI can access OWA when I'm outside of the network..How would I troubleshoot this? I dont have certificate for my site but I have installed it locally....
