have you got a postmaster account setup for your domain? some domain check this i would think that the domain that the user is sending to is perfoming this check

If it is happening for one particular domain I would suspect that it is the recipient's mail server. I've never seen that error message in Exchange before and I don't think it is an Exchange message.
