How to restrict Outlook forwarding rules with Exchange 2007

Is there a way to either Block forwarding rules for a mailbox/user (Outlook) with Exchange 2007?  Or pending that is there a way to determine if a User has set up an auto forward to?  I want to be able to determine and stop users from automatically forwarding internal corporate email to their personal home email.

That allows for rules... but I don't see that I can "block/deny" out going to a domain...?
Try doing this...

Org config > hub transport
Remote domains

For a single external domain:
New remote domain
Enter a name for the remote domain and the domain name
Next/finish > the remote domain will e created
Open the properties of the remote domain
Message format tab
Untick automatic forward

if you want to affect all remote domains, make the above modification to the default remote domain.

Explanations (from help)

Allow automatic forward To allow messages that are auto-forwarded by client e-mail programs in your organization, select this option. By selecting this option, you enable auto-forwarded messages to be delivered to the remote domain.

Allow automatic replies To allow messages that are automatic replies from client e-mail programs in your organization, select this option. By selecting this option, you enable automatic replies to be delivered to the remote domain.
