The time stamp on emails received in outlook is one hour behind

i have 2 users that are having problems with the time stamp on the incoming emails in teir outlook. the time on their computers is correct. however all incoming emails have the the wrong time. i checked the timezone for the calendar and that is correct it showing the right time.
i tried rebooting the system and still same problem. added it and removed it from the domain but still the same problem. i have struggled with this for over a week now. i also tried the outlook update tool but that did not fix
