That link didn't come up. I tried that command in Power shell. How do I know if it worked?

The link worked for me, so I don't know why it isn't working for you. How about this one:

To see if it worked, I would check the users that were affected and see if they can add/activate all the rules.
FYI: This switch seems to have fixed the rules issue (which was my first problem) and the junk mail max issues.
I applied the command via shell a few days ago. When I initially ran it, I got the red error saying the command was invalid. On a whim, I hit the up error and ran it again. Success.
My users were again able to create rules and add items to their junk lists without a problem for the past few days.
As this morning I was notified by a user that they received the junk mail has lists error is full (paraphrasing).
I am going to run the command again and see if I have any luck.
I also tried going higher than 512KB via the command at the shell and was told that 512KB was the maximum.
Any ideas?
I've set the command to the max allowable (256KB) and then was prompted for 'Identity' (which I presume means the Alias in question. I'm not sure how long I have to wait for this to take effect, but I'm just try to upload one 'Autoreply with this message except if the email comes from these people' type rule without success.
"One or more rules could not be uploaded to Exchange server and have been deactivated. This could because some of the parameters are not supported or there is insufficient space to store all of your rules."
