Can't close Outlook Windows

OK, this is an odd one. We have a fairly new Dell Optiplex 330 running XP Pro and Office 2007 on a Windows 2003 domain. We create a new domain user, give that user admin rights to the Optiplex, log her in and setup Outlook. We create the Outlook profile just fine, she runs Outlook and that Window pops up that says Configuring Outlook and another asking her to confirm her name and initials. Those Windows immediately close on their own and Outlook goes on to connect to the server and download message.

Now when you open a message or even menu's, you cant do anything in them or even close them as it says there there is a dialog box open. It seems like its asking about the box confirming the initials, but that message goes away completely, its not sitting behind the main Outlook screen or minimized it just goes away. If I end the Outlook task and start Outlook again it does the same thing.

Tried Outlook in Outlook Safe Mode, Windows safe mode, deleting and recreating the Outlook profile etc. It always does the same thing. Opens that message asking to confirm the initials and name then goes into Outlook but is more or less crippled.

does this happen with another user account when logged into the same PC?  Also, try running the Office Diagnostics (Help Menu> Office Diagnostics).  Maybe even uninstall & reinstall Office.

Yes I understand I answered the first question before I saw that there was a second one. There are a couple of different shortcuts and I have been running it from the command prompt as well. But the main shortcut she is using says ""C:\Program Files\Microsoft Office\Office12\OUTLOOK.EXE"  /recycle"

Should be something similar to:
"C:\Program Files\Microsoft Office\Office12\OUTLOOK.EXE"  / recycle   (Dont change it to this, just curious as to what the sepecifc target location is for that PC)

Just copy and paste the location into the comment section

Yes it is happening with different user accounts. And I did try running diagnostics and I have removed and reinstalled Outlook and Office and and downloaded all the updates I could get my hands on.

Very goofy little problem

Guessing Office 2007 Suite SP1 was one of the updates?

Might try using the  /cleanprofile , or /firstrun switch

In Outlook, if you go to Tools > Options > Mail Format Tab
Select the last button Editor Options.
Can you manually define the User name and Initials, found toward the bottom in the window pane?

I was skeptical that this would work better than creating a new profile, but the /cleanprofile did the trick.

You can also open Excel and put int he name and initials there.  It will not close like it does in outlook.  Then close excel and reopen outlook, it will work.

There are three potential solutions:
1. Remove Outlook patch KB946983
2. Apply the hotfix as found in http://support.microsoft.com/default.aspx?scid=kb;en-us;950282. Microsoft is apparently aware of the issue and will be re-releasing KB946983 in the coming weeks, but this patch should work in the meantime.
3. Go into another Office program (for example, Word) and set the user's name and initials (the window won't drop behind like it does in Outlook). After that, Outlook should close with no problem.
