A configuration error in the e-mail system caused the message to bounce

Hello,

I've been asked to come up with a plan to integrate 2 separate Exchange server organizations. Here is the setup:
1 domain with 1 exchange 2003 organization in Calgary.  1 Mx record  mail.calgary.com
1 Domain with 1 Exchange 2003 Organization in Albania.  1 Mx record mail.albania.com

What I've been asked to do is all mail for these 2 organizations must have 1 mx record. All mail from the 2 domains will go to mail.calgary.com. No problem there.
Then I created a mailbox enabled (TESTEMAIL) user in the Calgary Domain to forward all email messages to a contact objet in the Calgary Domain with the email address test@albania.com.
I created a mailbox enabled user in the Albania Domain called (MergeTest).
Then I created a Recipient Policy on the Calgary Exchange Server with no set filters.
In the RP,  I added @albania.com as the SMTP address.  
Check the check box next the the SMTP address and make sure to not check "Exchange Org is Authoratative".
On the Calgary Exchange server, I created an SMTP connector that has the the @albania.com SMTP address as it's scope.  
On the first tab, I entered the  [IP address] of theAlbania Exchange 2003 Bridgehead server as the smart host.

TO TEST:

I logged on as a user into the Calgary Domain and sent an email to the mailbox enabled object (TESTEMAIL) .

The error is:  

Your message did not reach some or all of the intended recipients.

Subject:       test
Sent:       26/03/2008 4:43 PM

The following recipient(s) could not be reached:

TestEmail on 26/03/2008 4:43 PM
  A configuration error in the e-mail system caused the message to bounce between two servers or to be forwarded between two recipients. Contact your administrator.

Any ideas how to resolve this?

Sounds like you are nearly there but just missing a few configurations - Have you followed the following article?

You need to have all e-mail coming in to one organisation that is not authorative for the domain. This requires you to modify the defacult recipint policy to change the authorative domain in that first org to something else such as .local

You then configur the SMTP Virtual server to forward all mail with unresolved recipients to the other server and configure the smtp address space.

All the info is in the article.

Post back if it is still not working

ok....the configs are done and I've sent an email internally and I get no bounced back email message. Seems to work. Question is how can I verify whether the email message went through the connector I created?

It's as though two mail routers thinking that each is the forwarder for itself; i.e., router A thinks that in order to reach the recipient,router B must handle the message and router B thinks that A should handle the
message.
From what i can see there is only 1 connector configured to route all @albania.com .

Any ideas?

I think the first thing to do is to run some basic tests. Telnet to the smtp connector on each server and try sending an e-mail to a user on that server using the following guide:

If that works then there is a msiconfiguration on the routing.
