Public Folder Permission Propagation

I have a situation where a public folder (which has many subfolders) won't propagate permissions to any subfolder. I've checked the permissions and everything seems right but I must manually add the group to each folder so that it will display properly in Outlook. This is tedious. Any help would be greatly appreciated.
