Exchange and Outlook 2003 ost question

Hello,

I'm managing a small company (about 90 users) spread over 5 sites. Users are complaining about their computers being slow etc.. . I suspect either a network bottleneck or a server bottleneck. All these 5 sites are connected by a vpn tunnel. The central site has a 3mbps full duplex as well as all the other sites.
I'm running an Exchange server 2003 at the central site. All users connect using Outlook 2003. The clients are configured using "Exchange cached mode" . Users maiboxes have no limit. This is company policy for now. I've logged on remotely to a users desktop and what she does is to take all her emails 1X/month (about 1500 of them, each of them are about 60K) and moves them over to a network drive that resides on the same physical server as Exchange (it is a SAN).
When she moves these messages, does she take them from Exchange and puts them on the network, thus not taking up precious bandwidth or does she take them from her local ost file and moves them to the network?
Need clarification on this.
