setting up Windows 2003 sbs exchange

I am trying to set up windows Exchange that comes with windows 2003 sbs.

My question is this.

We have e-mail accounts with our ISP that we would like to use.  Basically the exchange send the isp a message and downloads the e-mails to the server every 15 mins.;  My question is this, is there a way to leave the messages at the isp for a period of time so that if for any reason my server loses internet connectivity we can still download e-mail directly from the isp?
