User has random slow access in Outlook when jumping from mail to mail and opening attachments

I have a user who is using outlook 2003.  The mailbox is a good size, approximately 4gb's.  The mail server is exchange 2007 and is a new dell poweredge 2950, it has more than enough horsepower.  The issue is that she randomly has slow downs in outlook when moving from mail item to mail item and opening attachments.  As a test, I had her copy the attachments to her deskotp and open them locally with no speed issues.  In between the server we have older cat 5 cable on a dell powerconnect 5300 series gigabit switch.  I'm convinced it may be something in the cable line but thought maybe someone else would have some ideas.
