How do you identify that it is classified as spam and why would it only happen to emails that are going out to domains that end in like es or jp for example?

Browse All TopicsI am using Exchange 2003 on a Windows 2003 Standard Server R2. I have a couple of users that have tried to send emails to doamins that end like in jp or es and they bounce back with the following error message:
The following recipient(s) could not be reached:
mgarcia@mpib.es on 5/13/2008 10:16 AM
You do not have permission to send to this recipient. For assistance, contact your system administrator.
< hermes.mpib.es.mpib.es #5.7.1 smtp; 550 5.7.1 Message content rejected, UBE, id=21679-01-160>
Does anyone have any type of suggestions on how to fix this or why this may be happening? It seems to only happen when sending messages to domains that are international or have the extra two loetters like .es for example.
Please help.
