To disable it to external addresses, expand Global Settings, click on Internet Message Formats, right-click the Default (or any other domain listed there) and choose Properties. Click on the Advanced tab and uncheck "Allow out of office responses". That will stop your users from being able to send OOF messages externally.
To disable it locally you will probably need to look at enforcing a GPO, even though I am uncertain as to whether that is controllable via GPO.

You may be able to use the OWA customization to remote the out-of-office (OOF) settings from the Options section of OWA, and you can use group policy to disable certain outlook features, but I'm not certain of disabling OOF is one of them.
