Unable to set Exchange Public Folder storage quotas above 2 GB
Hi,
We currently run Exchange Server 2007 SP1 in our production environment. Occasionally, we run into issues with a couple of our public folders (i.e. the folder where all of our electronic faxes are delivered) filling up beyond their storage quotas. Recently, I went into the Public Folder Management Console to attempt to increase the storage limits on one of the folders. When I tried to increase the size limit, I received a warning that said the size must be between 0 and 2,097,151 KB (2 GB).
What's confusing about this is that I thought that limit only applied to ITEMS within public folders, and that the limit for the folder itself ('Prohibit post at') was actually 2 TB! Why is it telling me that my limit is 2 GB? I tried looking at the parent folder, thinking maybe Exchange looked at the child folder as an item within the parent, but the parent folder had the same restriction.
I was able to work around the issue by increasing the overall database storage quota for the Public Folder Database, but I would prefer not to do this as a permanent solution. If anyone could offer some insight on this, I would greatly appreciate it!
Thanks,
Erich B.

In my case the public folder database limit was already set to 2TB but the public folders still couldn't grow over 2GB. I ended up contacting Microsoft and below was our resolution:
1. Login to Exchange Server
2. Click on Start -> Run -> type adsiedit.msc and click open
3. Navigate to the following: Configuration, CN=Services, CN=Microsoft Exchange, CN=domain name, CN=Administrative Groups, CN=Exchange Administrative Groups, CN=Servers, CN=server name, CN=Information Store, CN=Second Storage Group
4. When you click on Second Storage Group youll notice CN=Public Folder Database will show on right side of screen
5. Right click CN=Public Folder Database and choose properties
6. Find the following values and makes sure they are set to 2147483647 (2TB) or what ever value you want the Public Folder Database to max out at. (Note cant be greater than 2TB)
a. mDBOverHardQuotaLimit (Prohibit Post at)
b. mDBOverQuotaLimit (In my case this value was set to 2GB)
c. mDBStorageQuota (Issue Warning at)
7. Close adsiedit
8. Dismount and remount Public Folder Database
9. Open Exchange Management Console
10. Expand Server Configuration, click on Mailbox, right click Public Folder Database and choose properties. Click Limits Tab and verify you have set limits for the public folder database.
11. Go to Public Folder in Question, click on toolbox and double click Public Folder Management Console
12. Right click public folder, click properties and click on limits tab
13. Under Storage quotas there should be no values entered and the check box that says Use Database Quota Defaults should be checked. Even if this check box is checked, and there are greyed out values listed in Issue Warning at, Prohibit Post at, and Maximum item size you will still have issues. You have to uncheck Use Database Quota Defaults clear out any values listed in Issue Warning at, Prohibit Post at, and Maximum item size and then recheck Use Database Quota Defaults.
14. Click OK all the way out and you should be good
15. Your Public Folder should now use the quota limits defined in the Public Folder Database, in this case 2TB and you should be able to post more than 2GB to the public folder
