Delete Outlook Sync Issues folder and sub-folder items automatically on client PCs

I have about 300 client PCs running Outlook 2007 in Cached Exchange Mode connected to an Exchange 2003 server.  As expected, machines will occasionally/randomly generate items in their Sync Issues folder as well as the 3 subfolders in Outlook:

     Sync Issues
          Conflicts
          Local Failures
          Server Failures

In addition to taking up space, the Sync Issues also happen to cause problems with my Veritas Backup Exec during brick level backups of the Exchange store.

I'd like a way to be able to centrally delete all items in the 4 folders mentioned above on all the Exchange accounts without having to open each user's mailbox and manually deleting the items or relying on the users to do this regularly.  I've experimented with using the Mailbox Management program on the Exchange server, but can't figure out the right settings to make it work.  Maybe it isn't possible with that tool.  Another Expert's post talks about creating an Outlook macro, but it seems to have to be loaded on all the client PCs:

I've used a program called Discover Attender from Sherpa Software.  It does the job perfectly by scanning all the mailboxes and presenting results, but it costs $2,000.

Are there any ways to take care of these mail items centrally as an administrator?

You cannot turn it off but you should tweak your Exchange / Outlook to avoid them. We never have that issue but like one user once a year ...

Thanks.  I actually read that article several days ago.  The only thing pertaining to my issue in the article might be Cached Exchange Mode synchronization timing, but I'm not sure how that would solve my problem.  I'm just expecting that sync issues will still come up even after I would change the timeing.

What I'm looking for is an economical way to purge any sync issue messages should they exist in user mailboxes after they've been created.  Since they are generated randomly, I'd like to sweep all the mailboxes once a day or week, whatever necessary.

Am I the only person in the world who wants to be able to delete individual messages from an Exchange mail store as an administrator?  What do other companies do?

As an Administrator I trust people. They will act as they please but in 99,9% of the cases is it exactly as Company Rules Tell. Corollary: Trust People !!!

I'm from the United States.  This is not a trust issue or even an exercise to enforce any company email policy.  

My issue is to try and delete Outlook sync issue error messages that are generated automatically by Outlook.  These error notifications sit inside of 4 folders in Outlook and are causing other problems on the network.  I'm NOT trying to delete any email items.

Ok, I've been with this issue before, not an easy solution if you want to stress it like you do. Most people let it be. For you I'd recommend Google.

The free Microsoft exmerge utility seems to be the best way to go about this, especially with its GUI.  However, it does not seem to find or recognize entries in the Sync Issues folder or subfolders for some reason.
