We are using exchange 2003 along with Outlook 2003. I need to share a user's INBOX, so that another exployee can view their mail. I need to do this without logging into the users Outlook and delegating.
Can the permissions be done through AD to allow another user access, then i can just set the "open these additional mailboxes" from within Outlook

Yes it is possible to share the mailbox.To set up multiple accounts on the same mailbox,
open the Exchange Administrator,
then open the Properties of the mailbox.
Under the Permissions tab, add the user accounts that you want to allow access to.
Each client then has to configure Outlook to support this;

To grant rights from Active Directory, use the Exchange Advanced tab under a user's properties. Click on the Mailbox Rights button and the user that is being granted access along with the appropriate rights. To have the mailbox show up in Outlook, is trickier. Most people use the "File->Open...->Other User's Folder..."menu option and then only end up with one user folder. To geth the complete mailbox you need to use the Mail applet from Control Panel. Click "E-mail Accounts..." and select the current e-mail account setup to the Exchange server and click "Change..." On the screen with the Server name and User name click "More Settings..." and select the Advanced tab from the window that comes up. Click the Add button under the Advanced tab and type the user name of the mailbox you are connecting to. The name should appear in the list after clicking OK. Click Apply and close all windows that you opened. When you re-open Outlook (you did close it before you started, didn't you) you should see the other user's mailbox showing up as well.

Yes that can be done. Go to the Exchange Advanced tab in the user properties. Click on Mailbox Rights, and then add the person or group you want to have access to that mailbox.
