Exchange 2007 Maximum Send Size Troubleshooting

Hello, Ive got an Exchange 07 environment with two exchange servers (1 on Server 08 & 1 on Server 03), both running as CAS, Mailbox, & Hub Transports.  Ideally I would like to limit everyone in the company with a 2560 KB Maximum Send Size and a 30720 KB Maximum Receive Size.  However, there are a handful of users who need permission to send larger emails, say 10240 KB.  

If we set the Transport Settings (Organization Configuration -> Hub Transport -> Global Settings -> Transport Settings) to a Max Send Size of 2560 KB, emails from outside the company that are larger than 2560 KB dont come through.

If the Send Connector (Organization Configuration -> Hub Transport -> Send Connectors) Maximum Message Size is set to 2560 KB, it does work correctly for its users; however, exceptions cant be made under it i.e. if we try to grant a larger send limit to a mailbox that uses that send connector, its still restricted by the send connector.

This leaves setting permissions on each individual mailbox, which does work properly, but seems like a clunky way of having to set everything up.

I have two questions  one, why does the Maximum Send Size restrict our incoming traffic and two, is there a way to set a global Max Send Size that is smaller than what we would need to set on some exception mailboxes?

The limits that you apply at Organization level, apply to all Exchange Servers 2007 in your Exchange organization

Global limits are used when you have a mixed Exchange Server 2003 / 2007 environment. Global settings apply to all Exchange Servers 2003 and 2007 because these Message size limits are stored in Active Directory. These global settings are equivalent to the global settings section in the Exchange Server 2003 System Manager. When the settings on the Organizational level conflict with the Global limits the lowest setting takes precedence.

One can also define message size limits on Exchange Server 2007 Connectors. Exchange Server 2007 uses send connectors; receive connectors and foreign connectors to enable interoperability with Standard or Legacy messaging systems. Message size limits for connectors are bound to the specific Exchange Edge Transport or Hub Transport Server.

Another way to apply message size limits is to set specific limits at Server level. Limits that you define here are applied to the specific Exchange Hub Transport Server or Edge Transport Server because message limits are not stored in Active Directory.

The last place where it is possible to apply message size limits are on objects like Mailboxes, Mail Users, Mail contacts, Public folders and distribution groups.

Order of Precedence for Message Size Limits
You can set different message size limits for the same message component, such as the maximum message size, at different levels in the Exchange organization. When different message size limits are applied to the same message component, Exchange 2007 uses an order of precedence to enforce the message size limit that is imposed on the same message component.

For example, the recipient will receive a message that was sent by a particular sender if the following conditions are true:

An organization-wide send and receive message size limit of 10 MB is imposed on the Exchange 2007 organization.

A particular sender's mailbox has a send message size limit of 20 MB.

The recipient's mailbox has a receive message size limit of 20 MB.

Setting Mailbox limit higher on the recipient bypasses the maximum sizes on Organization configuration for internal messages, but not for messages sent to or received from an external sender or recipient.

Hi LegendZM  everything youve stated above is true as far as I know and Ive already been through the links that you posted, but neither of my questions have been answered.  You didnt touch on why incoming mail is being limited by the send limit set at the organization level or provide any input in regard to a way to configure our mail server as stated in the original question.  Any other ideas would be appreciated.
