How Do I block Exchange 2003 Address Book From a certain user ?

Hello. I'm Running Microsoft Exchange 2003. How can I block the viewing of the global address list for a certain user. For example when sending an email.
if they click the "To" button on the client Microsoft Outlook 2003, I don't want the global address list to popup for users UserX and UserY only, but UserQ can view.
or it pops up, but the names arent displayed.
