Reducing Mailbox size painlessly

I recently got a job at a new place where the previous sysadmins set no limits on mailbox sizes, message sizes etc. I fixed lots of problems quickly and things are a bit smooth now but now something is really bugging me. Lots of users have unlimited mailbox sizes and they are used to it and incredibly protective of their massive mailboxes.

They use Exchange enterprise so there is plenty of space available but massive mailboxes are slowing down everything, seems to be making the whole email server flaky, and is a problem backing up etc.

When I say massive mailboxes, I mean that some users have 20 gigabyte mail boxes.

I could tell them to back up to PSTs but there are problems with that:

1. Backups would be a problem because MS does not support network drive PSTs and I can't trust them to maintain their PSTs
2. Not accessible through Outlook web access


I would like a solution that would allow me to reduce mailbox sizes to around 1 gig each. I wouldn't want the end users to notice any big change. I would the emails to reside on the network and I would like end users to access all their email data remotely (web based )

I saw a utility called http://PSTWAY.com but the problem would be that, correct me if I'm wrong,

1. People would have to save their PSTs on to their network folder and that is not supported by MS
2. I don't know how long it will remain supported.
3. I don't know if it's a good idea...

Can someone suggest a solution?

I'd like to reduce the amount of stored email in exchange, make it easily accessible remotely, make it easy to backup and make it as easy and invisible to the end users.
