Contacts not showing in "To" field in new email through OWA

Windows 2003 SBS - OWA

Contacts display correctly under the contacts folder, however, when I create a new email - Click "To: - there is nothing under "Contacts" or "Global address List".

I didnt see a setting in OWA that pointed to it - I assumed there is nothing on Exchange since the Contacts Folder shows correctly.
