suddenly a lot of NDR messages

we restarted our exchange server and suddenly some users got a lot of NDR messages with a date of weeks and even months ago. it happens once. a client of us got the same: removing the exchange databases and suddenly he got a lot of NDR message, just once.

2 questions:
Does anybody knows where the messages could come from?
Are does message really send?
