Exchange Event Sink to restrict users from sending to most external recipients

Unless there's another way around this, this is what I want to do:

Most users on my network are not able to send emails to external recipients (only internal email is allowed). I've done this by giving them a .local email address (i.e. john@company.local) and also denying them from sending via a SMTP filter. Other users on the network are able to send to all internal and external recipients.

They are requesting that all users are able to send to one external recipient. I'm thinking the only way to do this is to create an Event Sink (have never done this but have been reading about it). Can someone point me in the right direction (i.e. sample event sinks for a transport rule, or write it for me)?Start Free Trial
