can i have my exchange server relay email for a specific ip?

i have an windows 2003 sbs server.  port 25 is open on my firwall and my isp delivers email directly through it.  (it is allowed to recied email on port 25 from any IP) can i have my exchange server relay email for another specific public ip address.  obviously i do not want to setup my server as an open relay.
