If the queue is empty, your mail has probably gone out. If the external party (receiving end) doesn't get SOME messages that you sent to them, I'd be prepared to ask them to investigate *their* logs. Their SPAM filter may be over-sensitive or there may be a mailbox overflow or something. If you DO get an NDR, what does it say?

what standard troubleshooting have you used? message tracking? SMTP logging? DIagnostic Logging?
could be a DNS issue?
