Yeah - totally forgot about that. I indeed was not on the DC that was running Exchange. So that is ok.
What I was really trying to do (which I thought the Exchange issue was a symptom), was that this user's profile does not show Outlook in the start menu when she logs on, and other users have no problem on the same PC. She is a member of the same groups as all the others. I have tried deleting her profile, but that doesn't help. (If I go to c:/Program Files/Microsoft Office/.../Outlook.exe, she doesn't have permission to start it.)

If you're on a domain controller that doesn't have the exchange system tools installed and advanced features turned on, you won't see the exchange tabs.
Can you see the exchange tabs if you use active directory users and computers on the exchange server? Can they connect to exchange using Outlook?
