Exchange 2007 > 2003 SmtpRelayToTiRg Queue

In the middle of a 100 user Exchange 2003 to 2007 Migration.
2007 Server is built and added to the Org -other than some fun getting fid of an old AD connector from the Exchange 2003 Server all went well.
Until now,

Symptoms

Users with mailbox on 2003 Server
Can send mail to other users on the 2003 Server
Can send mail to other users on the 2007 Server
Can send mail out of the organisation
Can receive mail from outside of the organisation

Users with mailbox on 2007 Server
Can send mail to other users on the 2003 Server
Can send mail to other users on the 2007 Server
Can receive mail from outside of the organisation

BUT CANNOT SEND MAIL OUT OF THE ORGANISATION

Queue viewer on the 2007 Exchange Management console shows the messages sat in a queue to.......

cn-first routing group,cn=routing groups,cn=first administrative group,cn=administrative groups,cn=domain,  etc etc

with a delivery type of SmtpRelayToTiRg status retry.

Ive done some searching than the suggested fix is to enable > Integrated Windows Authentication > on the default smtp virtual server on the 2003 box, however it is ALLREADY enabled.
This client does have SMTP connectors and these are set for anonymous access, if I enable Integrated Windows Authentication on then I would have to disable anonymous access (they are radio buttons and only one can be selected) so I think that might break something?

any ideas?

Ive created anew mailstore on the 2007 server moved a user into that mailstore and the problem persists?

Changed Transport Service so it runs under domain admin - still not working

Points - DON'T change the transport service to run under the domain admin account in an attempt to fix this problem, that just causes other problems!!
Change it back so it runs under Network Service (note you can type in any password and it will work!) then restart the service.

this was the error I was seeing on the queue "451 4.4.0 Primary Target IP Address Responded with (501 5.5.4 Auth Command Cancelled)"

OK on closer inspection the error was coming back from exchange.domain.org.uk  (EXBPA Told us this) - the 2003 server is called EX1.domain.org.uk
Changed the Properties on the SMTP Virtual Server to > Properties > Access > Delivery > Advanced. Set the FQDN to the FQDN of the "Exchange 2007 Server" (Yes thats not a typo the FQDN of the 2007 server NOT the 2003 server - why this works I don't know, and you DON'T need to change any firewall settings or anything).

Stop and start the Virtual SMTP Server and as if by magic everything starts working.
