Exchange 2007 Mail server repeatedly propts for user logon credentials.

I was asked to look into an issue with an Windows 2008 server network, to see if i could help eliminate an issue with users being repeatedly prompted by the exchange 2007 server for credentials.
Mail appears to work, but it is really annoying for the end users.
In outlook it will randomly show "need passwod" and will repeat request for auth after entered.  However if you attept to send an email while being promted for auth, it seems to reconnect to the exchange server.  
The network was built as follows
desktop clients (vista ultimate) connect via windows vpn to vpnserver/dc02.  Once connected to the vpn , clients access the exchange server and shared/mapped drives
