Add groups to Global Address List

We have an SBS 2003 running Exchange with about 25 clients.  From a client computer, I open outlook and click new message.  Click on the "To" button and try and add a contact or group to the global address list.  I get this message: "You cannot create entries for this Address Book."  How do I create entries in the GAL?

if you are trying to create entries in an address book such as this it needs to be a personal address book.  Create a personal address book, and you should be fine.

How do I create contacts in the active directory?  Are you talking about new users?  Forgive, I'm a little new to all of this.
