From a remote user, have them try to ping the server name listed in their Outlook Connection settings.
Does it resolve?
Does it get a response?
No resolution, sounds like a DNS issue. Perhaps the Machines are configured to connect to the old exchange server by name.
No Response, definitely a routing issue or an exchange config issue. Could be that Exchange is configured to only allow connections from its local subnet. VPN users will normally be given IP addresses on a separate subnet. I would check that in the connector settings in exchange.
I am not as familiar with RRAS, but i would go through the RRAS configuration and look for anything that references to the old Exchange server either by name or IP.
From what i remember, if you have access to other Network resources, there shouldn't be any reason RRAS would prevent Exchange access. Can you access other resources on the network through the VPN?

Are they terminating their VPN connection at the Firewall or a Windows Server running RRAS?
