Event ID 9313 - Microsoft Exchange Server Mailbox Manager failed to send message

We are using Exchange 2003 SP3 v6.5.7651.61

I have just setup a new recipient policy with the option to only 'Generate Report'. We also have several other recipient policies that run fine but none are selected to Generate Report. I don't think I've selected the 'Generate Report' option for about a year.

After starting the Mailbox  Management Process I receive the below error. I have searched EE for the same issue and have tried the options including MS KB555411. In the event I can't quickly resolve the issue is there somewhere on the Exchange server where I can look at the report?

I also set logging to Maximuim but it didn't give me any useful info.

Either the report is too big to send (Message limit size) or the mailbox if over the limits.

Check the message size limits
Globally - Exchange System Manager under Global Settings -> Message Delivery Properties -> Default tab -> Sending message size.
Or for a specific user - Active Directory Users & Computers -> Search for the username -> Properties -> Exchange General -> Delivery Restrictions -> and here you can set the maximum size limit of outgoing messages in kilobytes (KB).

You may also need to check anonymous access

In Exchange System Manager navigate down to Exchange_ServerName -> Protocols -> SMTP and then right click on the Default SMTP Virtual Server and then click on Properties. Click on the Access tab and then click on the Authentication button. Make sure that Anonymous is selected here. If not, select the checkbox and then click on OK, OK. Restart the SMTP Service.

I set the mesage size for the specific user at 50MB and selected 'Summary Only' for the report. There are only about 100 mailboxes I am trying to report on.

I also checked that Anonymous is selected, it was. Also verified the Administrator account has Send as rights.

I don't see where this relates to hardware, but detecting hardware failures can be a bit obscure sometimes.  I also can't imagine you haven't rebooted in a year.  

I guess it's good that the problem has been resolved, but I'd be curious if it sneaks back after time.
