You can give your account full mailbox access to their account, then, using the outlook profile setting in the control panel, create a new mailbox profile with their details and then open that profile. You will then be abe to acess their out of office settings.
Then you can remove your access from their account.

It might just be easier as the administrator to reset the users password either let them know, or get the current one and login through OWA and set it up for them.
