In that case it needs to be replaced.
Build a new machine, on Windows 2003 in a VM. Hardware doesn't matter.
Name it the same as the existing dead machine.
Before you join it to the domain, find the original machine account and right click on it and choose Reset Account. DO NOT DELETE THE MACHINE ACCOUNT.
Add the new machine to the domain and reboot.
Install the required components for the bits for Exchange, then install Exchange.
However you are not installing Exchange in the usual way, you are going to do a recovery installation. This will mean the new (VM) machine adopts the ID of the original machine.
You will need to run setup from the command prompt:
setup.exe /DisasterRecovery
Note the double R in the middle.
Exchange will now install.
When finished, reboot, whether it asks or not.
You can now remove the server gracefully, following the MS guide on the process:
http://support.microsoft.c
At the end, remove Exchange using add/remove programs, which will remove the new server correctly from the domain.
Takes about four hours from start to the end, but that involves a lot of waiting around for things to happen.
The alternative is to manually hack the server out of the domain using adsiedit.msc, where you could miss something, delete something you shouldn't do or just get frustrated because it is very tedious work.

Those seem to be the public folder replication messages and not anything else. What went wrong with the old exchnage server did you decommision it or just shut it down? Either of the cases, check to see what is the recipient address for these message by simply looking into their properties. Do they grow in numbers every day or every hour?
