Anyone else have this issue?

Check if the your Root or the Intermediate certificate is listed in the below list (Technet article) which tells the list of certificates that came pre-installed on Windows based Mobile phones,

Also the new iPhones have been launched recently, so that already have most of the certificates pre-installed and also iPhones has the features where-in, it would automatically download the certificates for you.

- As suggested by the above experts the main reason is the device is missing the required certificates.

It depends on where you certifacate came from
Some phones wont expcet all certificates and you have to manually install the cert on the phone. We had this problem with Motorolla Qs until we got a Cert that they trusted.
We got ours from Entrust and since then we havent had any problems
