Outlook Send Recieve Free/Busy grayed out

I am doing a migration from Exchange 2003 - 2007, I've tested free busy over and over from every concievable client and server setting I could think of.  Everything appears to be working, if I use the /cleanfreebusy switch then add users to a meeting I can view their availability.

However when I go to send/recieve and look at "free/busy" it appears grayed out.  Now it appears to be working aside from manually downloading the free busy.  Not really sure how to go about troubleshooting this since free/busy appears to be working.

This is what I thought, but I just want to make certain everything is 100% before moving mailboxes.  We manage the free/busy via an ADM template and GPO.  But I wasn't certain if having the option for a manual download via "send/receive" was supposed to be grayed out.  Thank you!
