Some things to check:

1. Check remote registry Service is running on the active node as well as on the SCR target server.
2. Check Replication service is running on both the servers.
3. Check test-service health on scr source and target, all required services should be running.
4. test-replicationhealth should pass all test.
5. Check for DNS issues and make sure that AD replication is working fine by checking the Directory replication event logs in the event viewer.
6. Make sure that exchage server groups has permission on the container where server object for exchange is located in domain partition.
7. Check the permission on the reg key
HKLM\SYSTEM\CurrentControl
8. Check if any group policy is affecting the permissions in the registry, Collect gpresult /v and check if any setting is affecting the above reg key.
9. check permissions on
"HKey_Local_Machine\system
The permissions on the above key should match are as follows:
