The server denied the specified Uniform Resource Locator

Dear All,

We have Microsoft Exchange Server 2007:
1- EX01: CAS\HUB
2- EX02: MB
3- EX03: Edge

and ISA 2004, Workgroup

Our problem with Outlook web access:

1- The publish rule is working fine, interneal and external users can access
OWA using the OWA URL: https://mali.domain.com/OWA.
2- We tried to configure redirection using the following link from Technet:
http://technet.microsoft.com/en-us/library/aa998359.aspx

We use the 2nd procedure for Windows 2003 and the result was:

1- Redirection working fine if internal user try to access
http://mali.domain.com/ it's automaticly redirected to
https://mali.domain.com/OWA
2- External user receive the following error:

Error Code: 403 Forbidden. The server denied the specified Uniform Resource
Locator (URL). Contact the server administrator. (12202)
