SBS 2003 Exchange email can be sent but not received

I have an SBS 2003 server that is running Exchange.  This machine has been in service for several years with no issues.  We have 15 licenses with 13 being used.  I have created two new users.  Neither user is able to receive emails.  This message is bounced back:

The user exists and can receive internal emails from other people.  It cannot received external emails.  I followed some directions from Sembree in which I telneted into server and tried to send a message to that email address.  It fails as well.  I created another user and the same thing happens.  all the existing users are working fine.

Are you using a spam filter of any kind that intercepts the mail first and then forwards it on to the Exchange server?  I've run into this problem when I forget to setup the user in the spam filter so the filter rejects the message before it even gets to the server.

Thanks for the link to another experts-exchange.com issue, however, it does not have a solution.  No the user was not recently moved.  Brand new user.

Yes, I have a Barracuda, however, the user(s) have been added.  It is blocking from the Exchange level, as I did a telnet internally and tried to send a message direct.  It gave me an Invalid user message when I did that.

This seems stupid, but have you gone into their AD account and verifed that the email address setup is user@abc.COM and not user@abc.LOCAL.

I had not checked the AD account for .com over .local. , so great suggestion.  Alas, they have both the .com and the .local, as does all the other users.

The error code is not an Exchange message. Therefore the message is being rejected before the message gets to Exchange. If you have an appliance, I would have to pin the blame on that.

You could confirm that by doing a telnet test to the Exchange server directly and seeing what error you get, and then another to the appliance.

I did a telnet test.  I receieved an invalid user error.  I did the test in-network directly with the server.

Did the user account get an email address automatically, or did you put the address on to the user manually?

If the user account didn't get an email address automatically, then the mailbox hasn't been initialised correctly. That usually means there is a problem with Recipient Update Services.

You need to wait until Exchange has put an email address on the object automatically - both SMTP and X400 type.
